fails to reset workspace /pull from new location on changed SCM url

      When the SCM URL is changed, the bzr plugin doesn't force the new url - it just
      does 'bzr pull --overwrite' rather than 'bzr pull --overwrite URL' (or better
      yet, 'wipe workspace + fresh checkout'.
