JIRA integration was added to blueocean-rest-impl for issue JENKINS-45920. This required adding dependency on jira plugin to blueocean-rest-impl. However jira plugin brings many pipeline and other transitive dependencies that we do not want to keep as part of core rest implementation.

As immediate fix, create blueocean-jira as separate module in blueocean for now. Eventually we want this to go upstream in to jira plugin.
