      Problem
      Running steps indicator is stuck at 33%

      Steps to reproduce

      1. Run a pipeline
      2. Look at the running step indicator. It should never change.

      What you should see
      The step indicator should be in the "indeterminate state" (this is 120% in the story book, see below)

          Testing Notes:

          • It's possible that we could add a UI test to check for this, but that's a pretty specific thing to write and maintain a single Selenium test for. Seems like something at the unit level would be simpler.
          • nicu - is it possible to add unit test(s) for this? Animations like this seem like something that regresses with some regularity.
