aws-sqs-plugin: allow setting queue UUID at configuration phase

      currently the plugin usage is:

      1. configure a queue
      2. configure trigger using "Pipeline Syntax", which identifies the UUID of the queue

      This task will allow to set the UUID manually (like with credentials') which will improve ease of automation of creating more queues on jenkins using any of automation means.
