It seems that item specific security is not available in case of folders, when using role strategy + ownership plugin.

The thing is that item specific security is a way for owners to decide on permissions for their jobs, but they cannot decide on permissions on folders, even when it means giving job read permissions to anonymous, when jobs do not have this by default set by any global or project specific role. If I would like owners to be able to decide if their job is publicly visible or not, or things like that, then it seems not to work when jobs are organized in folders, as you cannot decide, as owner, on someone's read permission to the folder itself, even if you could give read for jobs inside of it that are not folders.
