Im suspecting a leak of some kind because slaves are not being launched and in the logs it shows

Yet docker ps on the docker hosts clearly shows there is not 7 containers running. Ive tried to get more debugging logs but have been unable to figure out anymore. This was working a week ago but I've upgraded plugins since then and no combination of downgrading has fixed so far
let me know what I can do to debug
