IE11 Pipeline Editor doesn't start (InvalidCharacterError)

      When trying to use the pipeline editor in IE11 this error appears:

          Testing Notes:

          • Given that we're going to continue to support IE11, maybe a once-per-point-release bug bash session with IE (and with MS Edge as well) would be useful.
