The current BO and DP hook is generating a n effective pom using the core version before applying the plugin splits, this has the result of some splits (in concrete the one related to CommandLauncher) not being applied and hence the PCT is failing for  BO

In the current situation BO hooks does not need to generate the effective pom anymore so removing the effective pom generation seems like the best option.
