Improve robustness in instance-identity when old file is broken

      Jenkins fails in spectacular ways whenever there's a problem reading identity.key, just recently JENKINS-47431.

      This should be made more robust, so that a failure to migrate from an old, broken instance ID doesn't result in failures to load the instance ID page decorator singleton.
