Update center shows no updates/available plugins after upgrade

    Description

      Using Hudson 1.333, the Plugin Manager shows no updates or available plugins.

      This is a duplicate of 4833, but 4833 breaks the web interface and can't be
      displayed, so I can't vote for it or watch it.

      If it's useful, I can post my logs on this bug.
