Windows 10 UK English locale set as defaul and only locale. Has a 24hour clock.
The times displayed in duration tooltips are in not localized correctly. they display as "Dec 14 08:23 am UTC"

The legacy Jenkins UK shows them in a good format "14-Dec-2017 09:39"
