html5-notifier-plugin should not broadcast notification to all users

    Description

      Current implementation of html5-notifier-plugin does send notifications to all Jenkins users logged in without any discriminations.

      This makes the plugin impossible to use on medium or large deployments, making it usable only for the smallest deployment models where the number of people is very log and also the number of running jobs is very low.

      One way to address this issue that seems easier to implement is to send these notifications only for the favourited jobs.

      This would allow people to subscribe or unsubscribe to notifications with a single click, without having to alter job definitions.

          The rewrite i did does address this issue, but I don't really want to spend the time fixing the build since it feels like nobody (including me) really uses it.
