[JENKINS-48948] Convert To Pipeline Plugin missing link

After installing Convert To Pipeline Plugin, I don't see the link on any of the 3 (root, folder, and job level) indicated by the plugin.

I've created a test job and attached the config.xml.

Jenkins version is Jenkins ver. 2.8
