Steps to reproduce the issue:

1. Get the last version of Jenkins an install the Folders plugin
2. Create a folder at root level
3. Create an empty job at root level
4. Inside the folder, create a new global view ("Include a global view")
5. In newly created view, you will see the jobs at root level but when you try to click on one of them you will get a 404.
