I have read other bugs indicating that this combination of Jenkins 2.89 and the Parameterized+Trigger+Plugin 2.35 does not pass params from one job to another. The response is always: things have changed and that the downstream job now  needs to define the param as well. I have done that. The combination does not work and it block builds on our system.
