Jenkins continuously trying to stop already stooped slave.

I have timeout for 10 min, and after that instance was shutdown successfully

instance exist in the list as "offline", but not stopped (or it is expected behavior?).

I can manually start instance just pressing "launch agent" button, but instance is not starting back on demand.
