Kubernetes agent max number of instances no longer working

      I noticed that I set one slave template max number of instances to be 10, set container cap to 20. However slaves from that template did not get restricted, it launched more than 20 instances in k8s cluster, causing unexpected heavy load.

       

      We've been using this number before, and it was working quite well until recently. Is this a regression?

          I have not. Version 1.3.2 did not show up in Jenkins Update Center. Probably because we are using CJT instead of regular Jenkins.

          I think I'll have to manual check, that will take me some time because I don't want to interfere daily testing jobs. Let me change the priority level so I can have more time to test.

          I can dupe with 1.4. With a limit of 20 set it seems like it always provisions 1:1 for number of jobs queued
