I noticed that I set one slave template max number of instances to be 10, set container cap to 20. However slaves from that template did not get restricted, it launched more than 20 instances in k8s cluster, causing unexpected heavy load.

We've been using this number before, and it was working quite well until recently. Is this a regression?
