Migrate Metrics plugin configuration to configuration-as-code

    • Evergreen - Milestone 2

      In JENKINS-50294 and the associated prototype, we discovered that it's apparently not possible yet to configure the metrics plugin with the configuration-as-code plugin.

      Once it's possible, we should replace the raw XML file we put in the repo by a declarative configuration in the CasC config file.
