IEP-9 offered a hosted location for publishing binaries from every commit of a Jenkins plugin (or core) but defined no specific tools or workflow for using this repository. There should be a convenient mechanism for publishing such incremental releases without the drawbacks of maven-release-plugin or timestamped snapshots.
