Statistics Gatherer plugin should be marked as dynamically loadable

      I have tested the statistics-gatherer setup and it doesn't require any Jenkins restart.

      However, it is currently flagged as dynamicLoadable = MAYBE.

      Flag all the extensions to mark then dynamically loadable.
