Currently safe restart will not wait for pipelines to complete, it will wait for freestyle jobs to fully complete and pipeline jobs to finish a step. 

In my usecase pipeline resumes do not succeed as resources are released during the restart of the master. So I would like an option for safe restart to wait for all jobs - freestyle or pipeline to complete before restarting.
