Setup automatic jenkins/jenkins:incrementals Docker packaging

      We already have Incrementals infrastructure for Jenkins core. I think we could start publishing these packages as Docker so that people can get access to changes quickly.

          You mean, picking the most recently deployed master version. We could, though I am not sure how much you gain by that if you are still getting plain plugin releases from the update center. Seems like it would be a poor subset of Evergreen.
