Create Jenkinsfile for the repository

      Acceptance criteria:

      • Common library method buildPlugin() is used to run the build and publish results
      • We run tests on both Linux and Windows
      • Test against the Jenkins core requirement and the latest LTS baseline (2.107.3 for now)
