          It seems like an SSL issue.

          I am also facing similar issue I am using Jenkins on my local windows machine , PFB version details - 

           

          Performance center - 12.63

          Jenkins 2.281
          Micro Focus Application Automation Tool - 6.9

          For Login to Performance Center getting below error -

          I had the same issue. It's resolved after unchecking the "HTTPS" option. Please try.
