It seems like an SSL issue.

I found a similar question which offers steps to solve the issue:

I am also facing similar issue I am using Jenkins on my local windows machine , PFB version details - 

 

Performance center - 12.63

Jenkins 2.281
Micro Focus Application Automation Tool - 6.9

For Login to Performance Center getting below error - 

 
Mon 2021 Jun 21 at 17:18:08.835 PM IST - javax.net.ssl.SSLHandshakeException: sun.security.validator.ValidatorException: PKIX path building failed: sun.security.provider.certpath.SunCertPathBuilderException: unable to find valid certification path to requested target
Mon 2021 Jun 21 at 17:18:08.836 PM IST - Login failed
Mon 2021 Jun 21 at 17:18:08.836 PM IST - Empty Results
Mon 2021 Jun 21 at 17:18:08.836 PM IST - Result Status: FAILURE

I had the same issue. It's resolved after unchecking the "HTTPS" option. Please try.
