Add "Generate Declarative Pipeline" option

      It would be great to add an option to generate Declarative pipeline instead of scripted.

      Even if this used the fallback script directive it would be better. 

       

      For behaviors known to not be supported by Declarative, it could report a warning or point JIRAs and suggest voting for them to be fixed.
