Separate TFVC and TFS/VSTS integration in two plugins

      I think it would make sense to have one plugin for TFVC (the version control system by MS) and one plugin for integrating TFS/VSTS with Jenkins.

      Ideally the VSTS integration part could be moving more rapidly than the TFVC part without breaking it accidently.
