I am attempting to trigger a Jenkins Pipeline build by pushing a new tag, without making a new commit. We have a Jenkinsfile on the master branch. My attempts so far are documented here:

There is an old issue (which was closed and I reopened) that matches my problem exactly. It should be fixed, but it appears to have regressed. Since the reopened issue is not receiving any attention, I created a new issue.
