I have set up poll SCM every minute for project in my work. When I make some change (commit), sometimes before this change the Jenkins builds the same version as before (before this change) with no changes. I dont know why. If it happens, we all get the same time delay (waiting for .war artifact) and unnecessary "SPAM" email.

Jenkins and plugins are up to date.
