Create a reference External Logging implementation for Elasticsearch (based on Logstash Plugin)

    Description

      In 2016-2018 we have implemented a number of reference external implementations based on Logstash plugin together with jglick. Last pull request for it: https://github.com/jenkinsci/logstash-plugin/pull/18 

      It would be nice to create a new implementation based on the External Logging API plugin
