This command would be the opposite of JENKINS-27177. In this command, an already installed plugin can be enabled. This would allow a Jenkins administrator to script a process to enable/disable plugins and restart Jenkins amongst other use cases. This also fills in an API gap for the CLI compared to the GUI.
