Make Display URL Provider configurable via JCasC

      Currently the plugin is configurable only via system properties or environment variables:

      https://github.com/jenkinsci/display-url-api-plugin/blob/display-url-api-2.2.0/src/main/java/org/jenkinsci/plugins/displayurlapi/DisplayURLProvider.java#L110-L111

      It would be great if there was a standard Global Configuration so that it becomes configurable via JCasC.
