cvs checkout is broken with filenames containing special characters

      hudson 1.340 (at least since 1.318)

      when checking out cvs, the log contains entries like this one:

      cvs log: nothing known about button_gro?britanien.jpg

      The problem, in this case, is a german umlaut in utf8. cvs reports error due to this, and hudson stops.

      Due this bug, hudson is unusable for our project settings. We can't eliminate the files with special characters, since cvs is shared with customer and we cannot influence the naming sufficiently.
