Downloading timeouts cause update process to fail and not recover

      If there are too many timeouts, the update process will effectively just give up.

      There should be some recovery timer or something like that. Basically if we cannot apply our first set up updates in five minutes and get a Jenkins instance online and running, then we restart the whole thing?

      Should downloads ever stop trying?
