Despite repeated efforts to make BitbucketServerTest#testCreationNoJenkinsfile less flaky, it's still flaky. I'd like to make it use SSEClientRule, like Nicu did in the RestartStageTest. There might be some instances of tests using SSEClientRule being flaky, but I don't remember seeing any.

It's the same old story. Test works great locally, and works great on "other" CI infra. But not on ciblueocean.io. Which is annoying, and could lead us to Boy Who Cried Wolf Disease. So let's take another shot at it.
