Secure defaults not being configured for Jenkins out of the box

      This is something I believe batmat knows about already, but because we're skipping the Setup Wizard, the Jenkins 2 secure defaults are not presently being added for Jenkins Evergreen.

      I believe adding this in our Configuration as Code should be pretty straight-forward.
