I would like to request the backporting into 2.138.3 of https://github.com/jenkinsci/jenkins/pull/3688 and https://github.com/jenkinsci/jenkins/pull/3687 toward the end of the backporting window once these had a week of soaking. Both look like they should make it into 2.147 on Oct 14(ish).

Core telemetry needs to be in LTS as soon as reasonable usefully reflect the entire user base. Neither constitutes new API. Even a short soaking period will demonstrate they're reasonable to include.
