Create audit catalog repository

      Comparable to the sample API module, this repository should be used to record the audit catalog JSON file (managed by an instance of the catalog editor which is typically done on your own computer) as well as provide a build artifact to include the generated audit event code.

      In this repository, we should have a skeleton plugin and Maven build available.

          I created an initial repository at https://github.com/jvz/audit-log-plugin

          Once we have some code, we can get it moved to the jenkinsci org.
