Currently Jenkinsfile Runner uses the JUnit rule as a launch engine because JTH was used to speed up initialization.

IMO it needs to be replaced by an in-house implementation or by a shared library so that we do not have to use JUnit in the production code for Jenkins X serverless.

We should substitute it for initializing and tearing down Jenkins, which already exists but it has a Junit wrapper.
