Ability to specify custom message per Action

      Right now there is only one Custom message that we can specify. It's on final message. It would be nice to have something like it was in HipChat plugin. Ability to specify what is said on build start, per Build Status messages etc.

      I attached the example from HipChat plugin.

          mreinhardt well global settings are useful for having failure alerts for all the jobs.

          What I want here is per job configuration. Mainly ability to have all messages custom and different messages per build status.
