Problem statement

A user on Gitter is trying to add a plugin for the AWS flavor and is having a hard time. No clear docs seems available. We should check we have one.

Expected

Documentation should explain how to do it.
We should also have a word about the fact not all plugins will be accepted (first obvious rule at this stage: it has to be potentially useful for a wide majority of instances)
