Setting <useSecurity>true</useSecurity> to <useSecurity>false</useSecurity> then back again doesn't turn on user login

      I locked myself out of my jenkins instance, so I've decided to set theĀ <useSecurity>true</useSecurity> to false. After changing my password I've set theĀ <useSecurity>false</useSecurity> to true again, but this did nothing. When I access the jenkins URL, I can still see the dashboard without logging in.

      *Note - I've attached screenshots with my current settings.
