      hello,i am a developer from China.when I use the Long-term Support (LTS) Version,i found that my local language setting has some problem,part of my view are English ,and the other are Chinese,then i delete my Jenkins ,i install version 2.138.4,the problem has resolved.

          it looks like same of the recent recovery of localizations in the core in https://github.com/jenkinsci/jenkins/pull/3814 ,but i am not sure. i just used the  Long-term Support (LTS) Version 2.150.1,i am sure the bug has happend in this version
