In Sentry, we see a lot of exception around update site connection (EVERGREEN-EC)

I think Jenkins is trying to download the latest update-center.json.

Acceptance criteria:

• The Update Manager should be disabled in Evergreen, not only hidden so that background update processes are disabled too and cannot cause noise in the logs
