Offer official Windows Jenkins installer for Java 11

      The platform in the ticket summary is an officially-supported installer for Jenkins. It would be great to provide the Java 11 installer for it. It may be an update to the existing installer or a new one, depending on the changes needed.

      Acceptance criteria: TBD after the initial exploration. Most likely slide_o_mix's work on the new Windows installer.  https://jenkins.io/blog/2019/02/01/windows-installers/
