I have a matrix job configured with a touchstone configuration and two axis. When the touchstone build fails on the first attempt in either axis, then the remaining set of tests in the one or both axis are skipped as expected.

On a retry, however, only the touchstone configurations are executed.

My expectation would be to execute both the touchstone and all the other configurations on a retry as the touchstone configuration is a prerequisite for all the other configurations to execute.
