Add ability to check for changes as a precondition for any build, similar to the existing 'poll for changes' feature. The only difference would be that this check could be configured to occur prior to executing the build, even when invoked manually.

This feature would allow teams with long build processes to prevent unnecessary builds triggered by multiple clicks on the build button.
