when keeping past reports, project should link to latest build report

      If I check the "Keep past HTML reports" option, I can not access to the latest build's reports from the project page. This is possible only at the job level.

          Hi Kyle. Anyone is welcome to work on this, just create a pull request with a test and I'll merge it in and perform a new release.

          I think the fix for JENKINS-24057 resolves this issue. The fix is available in html-publisher-1.4
