WAIT ERROR even though when JESINTERFACELEVEL is 2

      My JESINTERFACELEVEL is 2, when executing jenkins freestyle or scripted job to submit JCL after unchecking the JESINTERFACELEVEL=1 option , the console output holds up with 'submitted job' step and after the wait time is over , multiple entries of JOBLOG is seen in console output and the job fails with "ERROR : z/OS job failed with WAIT-ERROR"
