Allow Users to include/exclude paths from Multibranch SCM Triggering

      It would be great to have a branch build strategy to specify path(s) to include/exclude when deciding to trigger a job. Something similar to what https://github.com/jenkinsci/ignore-committer-strategy-plugin does.
