Plugin Manager page does not render correctly

    Description

      Upgrading to Jenkins ver. 2.164.3 we discovered that the plugin manager page does not render correctly.

      Tried Chrome,FF

          This bug is still in Jenkins version 2.176.1.

          Running 2.176.1 and plugin 0.4; no issues observed here in Chrome, FF or IE.
          What are you running Jenkins on ? What desktop OS?
          Perhaps the problem is elsewhere? Have you observed on multiple desktops?
